Habib Isaac: Principal | Managing Partner

With 17 years in public finance, Mr. Habib Isaac brings a plethora of knowledge spanning multiple disciplines, including utility financial planning, utility rate development, capacity fees, fiscal impact analysis, feasibility studies, and land-secured financing through special taxes and assessments. With a BS degree in Applied Mathematics, Mr. Isaac has extensive analytical modeling skills and understands the sensitive dependence of minor variations to assumptions. Through his years of experience, Mr. Isaac is an expert facilitator and has lead hundreds of community meetings, board workshops, and public hearings. He clearly conveys the critical issues facing each agency and describes how the recommendations of each study addresses each challenge and compliments the agency’s strategic goals. In addition, Mr. Isaac commonly fields questions from the pubic and leans on his wealth of experience to provide answers with real-life examples. Mr. Isaac is also a frequent speaker at ACWA, AWWA and UMC.

Andrea Boehling: Principal | Managing Partner

Ms. Boehling has a strong background in accounting / mathematics and has been serving public agencies for over 13 years. She possesses extensive analytical and modeling skills which she has used to perform various financial analysis such as cost of service utility rate studies, long-term financial planning, fiscal impact analysis, user fee studies, special district formations, and cost allocation plan modeling. In addition, while working for the State of Tennessee, she gained over 6 years of experience in the auditing field. Ms. Boehling is very familiar with monitoring and evaluating compliance with regulations, performing data analysis, and performing data integrity testing.

Ms. Boehling takes a hands-on approach to developing models for her clients. From the very start of each project, Andrea analyzes the budget structure of each agency and develops a model framework that maintains the integrity of the agency’s structure. She ensures staff will be comfortable with the format and flow of the model as the structure will be similar to what they are using for their budgets. Model development requires collaboration from inception with each client to identify preferences and required functionality, which is brought to the forefront by Andrea.
